PERAN BADAN PERMUSYAWARATAN DESA DALAM PENINGKATAN PEMBANGUNAN DESA DI DESA GERENENG KECAMATAN SAKRA TIMUR KABUPATEN LOMBOK TIMUR

Abstract

Tujuan penelitian ini Untuk mengetahui Peran Badan Permusyawaratan Desa (BPD)
dalam pembangunan dan untuk mengetahui faktor-faktor penghambat yang terjadi pada
peran Badan Permusyawaratan Desa (BPD) dalam Pembangunan di Desa Gereneng
Kecamatan Sakra Timur. Sedangkan Informan dalam penelitian ini adalah terdiri dari BPD,
Kepala Desa, Pemerintah Desa, dan Masyarakat. Metode Penelitian yang digunakan oleh
peneliti adalah deskriptif kualitatif, sumber data diperoleh dari data primer yang melakukan
wawancara serta data sekunder yang berasal dari arsip dan dokumen-dokumen dari kantor
Desa Gereneng Kecamatan Sakra Timur. Badan Permusyawaratan Desa (BPD) sebagai
badan legislasi, pembuat Peraturan Desa bersama Kepala Desa, dan penampung aspirasi
masyarakat sudah baik tetapi belum optimal terlihat dari penilaian masyarakat bahwa masih
kurangnya sosialisasi dari anggota Permusyawaratan Desa (BPD), kurang tegasnya
Pemerintah Desa dan Badan Permusyawaratan Desa (BPD) belum tegas terhadap
masyarakat yang melanggar peraturan yang sudah ditetapkan oleh Badan
Permusyawaratan Desa (BPD). Adapun faktor-faktor yang dapat menghambat Peran Badan
Permusyawaratan Desa (BPD) dalam Pembangunan di Desa Gereneng adalah di lihat dari
dua faktor yaitu faktor internal dan faktor eksternal. Adapun faktor secara internal adalah
masih terbatas dan kurangnya sumber daya manusia yang tersedia. Sedangkan faktor
secara eksternal adalah Pelatihan Anggota Badan Permusyawaratan Desa (BPD) dan Faktor
Sosial Ekonomi yang semua anggota Badan Permusyawaratan Desa (BPD) berasal dari
keluarga bermata pancaharian petani.

The purpose of this study To determine the role of the Village Consultative Body (BPD) in
development and to determine the factors inhibiting happened to the role of Village
Consultative Body (BPD) in Gereneng Rural Development in the Eastern District of Sakra.
While the informants in this study is made up of BPD, the village head, village government,
and society. Methods used by researchers descriptive qualitative data sources derived from
primary data do interviews and secondary data derived from the archives and documents
from the office of the District Rural Gereneng East Sakra. Village Consultative Body (BPD) as
a body of legislation, maker of Village Regulations together with the village chief, and
container aspirations of the community has been good but not optimal seen from the public's
assessment that there is still a lack of socialization of members of the Consultative Desa
(BPD), lack of traction on the village authorities and Village Consultative Body (BPD) have
not been firmly against people who violate the rules set forth by the Village Consultative Body
(BPD). The factors that could hinder the role of the Village Consultative Body (BPD) in
Development in Rural Gereneng is in view of two factors: internal factors and external factors.
The internal factors are still limited and the lack of human resources available. While external
factors are Member Training Village Consultative Body (BPD) and Socio-Economic Factors
which all members of the Village Consultative Body (BPD) comes from a family of farmers
pancaharian eyed.
