VISI DAN MISI KEPALA DAERAH DI BAWAH KENDALI NEGARA (STUDI KASUS PADA PROGRAM PEMBERIAN BEASISWA MAHASISWA OLEH GUBERNUR NUSA TENGGARA BARAT)

This research aims to find how the power relationship between the vision and mission of the regional head if the implementation is associated with the dominance of the state through existing laws and regulations. The research uses a qualitative method with secondary data sources obtained from documents issued or produced by the local government of West Nusa Tenggara province, DPRD in the form of RPJP, RPJM, Governor Regulation, and other newspapers media. This study found that the granting of scholarships, especially to students, is one of the flagship programs of the Governor and deputy governor-elect, in face of Law No. 23 of 2014 in which the Provincial Head does not have the authority to manage the financing of universities. The condition has an impact on the implementation of the vision and mission of the regional head. On the one hand, changes in governor regulation 3 times (governor regulation number 2 of 2020, governor regulation number 49 of 2020, and governor regulation number 1 of 2021) during 2020 and 2021, give an idea that scholarship granting has normative constraints especially related to responsible institutions/ agencies.

Abstrak
Penelitian ini bertujuan untuk menemukan bagiamana relasi kuasa antara visi dan misi kepala daerah jika pelaksanaannya dikaitkan dengan dominasi negara melalui peraturan perundang-udangan yang ada. Penelitian menggunakan metode kualitatif dengan sumber data sekunder yang diperoleh dari dokumen yang dikeluarkan atau dihasilkan oleh pemerintah daerah propinsi Nusa Tenggara Barat, DPRD berupa RPJP, RPJM, Peraturan Gubernur, dan media Koran lainnya. Penelitian ini menemukan bahwa pemberian beasiswa khususnya kepada mahasiswa merupakan salah satu program unggulan Gubernur dan wakil Gubernur terpilih, berhadapan dengan UU Nomor 23 Tahun 2014 dimana Kepala Daerah Propinsi tidak memiliki kewenangan untuk mengelola pembiayaan perguruan tinggi. Kondisi tersebut berdampak pada implementasi visi dan misi kepala daerah propinsi NTB. Di satu sisi perubahan peraturan gubernur sebanyak 3 kali (peraturan gubernur nomor 2 tahun 2020, peraturan gubernur nomor 49 tahun 2020 dan peraturan gubernur nomor 1 tahun 2021) selama Tahun 2020 dan tahun 2021, memberikan gambaran bahwa pemberian beasiswa memiliki kendala normatif terutama berkaitan dengan lembaga/instansi yang bertanggung jawab.
